Prop 2 will help make essential updates to schools – to fix leaking roofs, malfunctioning bathrooms, and to remove or replace asbestos, mold, lead paint and lead pipes.Prop 2 also contains strict accountability provisions, public disclosure, and independent audits to ensure our schools actually get fixed.<h3>Aren’t voters being asked to decide too much for school facilities, with both Prop 2 and dozens (hundreds?) of local school bonds on ballots across the state this November?</h3>Prop 2 will match local bond dollars, allowing that local funding to go farther. Without the necessary revenue from Prop 2, local communities would be on the hook to pay for school updates that are in dire need of immediate fixing. This increases Sacramento’s share of funding these needed repairs.<h3>What is the difference between Prop 13 that narrowly failed in 2020 to today’s Prop 2?</h3>Prop 2 focuses on providing funding for K-12 and community colleges and does not include a change to local bonds, it only helps to match funding from local school bonds. Prop 2 is also supported by nearly every school district, the California Democratic and Republican parties and dozens of organizations from all corners of the state.Prop 2 also contains strict accountability provisions, public disclosure, and independent audits to ensure our schools actually get fixed.<h3>Will Prop 2 raise my taxes?</h3>Prop 2 does not increase state or local taxes. The measure will use exiting general fund revenues to make principal and interest payments on the bonds, ensuring that the state prioritizes funding for vital school construction projects<h3>Prop 2 does not adequately address the growing inequality with public school funding, with too many resources going directly to wealthy school districts that are already flush with resources.</h3>Prop 2 will do the greatest good for the most students across California and all school districts are able to participate in the School Facilities Program. In reality, Prop 2 is the result of bi partisan legislative negotiations that solved for inequitable funding for disadvantaged and low-well school districts. Even better, the measure provides technical assistance to small, mostly rural school districts and those who have not previously accessed the program.Prop 2 actually increases funding for disadvantaged and low-wealth school districts, and provides technical assistance to small school districts and those who have not previously accessed the state program.Prop. 2 includes new protections for small school districts, to ensure they are able to access the program on their own timeline. By The Times Editorial BoardThousands of California schools are in disrepair, waiting on critical upgrades to classrooms, roofs, plumbing and air-conditioning systems. But the state’s school repair fund is running out of money.Proposition 2 on the Nov. 5 ballot would authorize the state to issue a $10- billion bond to modernize, renovate and repair public schools, as well as community college campuses. Of the money, $8.5 billion would go toward TK- 12 schools while community colleges would get $1.5 billion.Voters should support this well-crafted measure to invest in California schools. It would modernize classrooms and campuses, many of which have gone for so long without upgrades and repairs that they could charitably be called neglected, if not run-down.Kids deserve a safe and healthy learning environment and California voters, who four years ago rejected Proposition 13,&nbsp;a much-needed $15-billion school facilities bond, owe it to current and future generations of California students to say yes this time. Unlike other states, California has no dedicated source of funding for school repairs and must periodically ask voters to replenish the coffers with bond measures.The last voter-approved school bond was in 2016, and the $9 billion it provided has already been spent or claimed. There’s a growing backlog of more than $3 billion of school projects currently awaiting funding, about half of which are in the Los Angeles area.It’s not clear why voters rejected Proposition 13 in 2020, but Proposition 2 doesn’t include the same provisions about raising local bond caps that prompted concerns about higher property taxes or a funding formula that stoked opposition from some school districts.Although most of the Proposition 2 money is earmarked for renovations and upgrades, some will also go toward new construction, including replacing dilapidated buildings on existing campuses. To receive state bond funds, districts have to put up their own money, often through local bonds, and apply for matching funds from the state. But it’s done on a sliding scale that provides a higher match to small or low-income districts that aren’t able to generate as much local bond money.Proposition 2 wisely allows funding matches for climate-friendly projects such as schoolyard greening projects to remove asphalt, increase shade and keep students safe from the heat. Luckily, we have the opportunity to improve the learning environment for students across the state and right here in San Diego, with Proposition 2.The truth is, many schools were built over 70 years ago. For too long, California’s local public schools have gone without essential repairs and upgrades and unfortunately, it’s our students who suffer the consequences. Luckily, we have the opportunity to improve the learning environment for students across the state and right here in San Diego, with Proposition 2.

The measure&nbsp; will make the most urgent repairs and upgrades in our local public schools by authorizing a $10 billion investment – without raising any taxes or fees – to make sure our students are safe and ready to learn. “LGTBQ+ students already face added hardships attending school, and research has proven that when learning environments foster safe and emotionally stable conditions, students do better,” said Tony Hoang, Executive Director, Equality California. “Prop 2 will provide the necessary updates and infrastructure repairs to ensure that more kids have access to safe drinking water, better air filtration, upgraded classrooms and labs and that we remove the harmful mold and lead paint our students have been exposed to for far too long.
